What's wrong with my T Stars???

The first picture is a pic of what 3 of my T Stars look like. The second is a pic of my right front wheel. I don't know if I can make it look like the other 3. It's looked like this since I've had the car and I dont know where to start on it.

It almost looks like it's been painted before and the paint is peeling. Is it chrome like the other?

I was gonna say the last pic looks like a painted rim while the others are chrome. It also looks like the rim was sitting in something because of how its all pitted. Only thing I can think of is previous owner hit a curb on that side and needed a replacement wheel.
