I paid close to that for my car (stock) about three years ago and my car had 96,000 miles. That was a pretty competitive price for a cherry GTP back then. It's crazy how low these things are selling for now days... I see really nice ones going for half what I paid three years ago. Having said that I bet if this guy puts an ad on cars.com he will get much more than on craigslist.
You paid 7k 3 years ago or 12k? I mean either way you overpaid IMO. When I bought my car in 08 it had 80k miles ZERO rust and came with minor mods done right (borla cat back, dhp pcm, ssic, strut braces etc). I paid 5800 for it... and I still think I paid too much...

I paid $6700 but at the time a Red two door coupe was tough to find. Our 99 GTP burned up with an engine fire and I had one depressed kid on my hands. He had saved since he was little to pay for his first car and had bought a 99 Red GTP in decent condition with 130000 miles. A couple weeks later the 99 was toast with the infamous engine fire compartment issue. I searched high and low for another red GTP coupe in good shape and ended up driving to Chicago to pick it up from a Chrysler dealer. This one was mint inside and out so I used the insurance check plus some a little extra to buy it. I'm pretty sure State Farm gave us $5500 for the burned 99... I Probably paid a little too much but the smile on my son's face was worth it. Now days I couldn't sell ours for close to 6700 even with all the upgrades and mods but we wouldn't sell it anyway. We have had a ton of fun building the car to its current state and we wouldn't sell it even for $12,000.
