I have been looking around a 200mi radius around me. I found a GTP for $2200, but it is too much. It has 165k. I really don't want to go any higher then $1500

I don't have a torque wrench or a quick disconnect tool. Guy wants $2000 for it. It is almost 3 hours away. Not too sure if I want to drive that far for the guy to tell me no.

A Torque wrench is a good tool to have, don't rent one, just buy one. You don't need to spend a lot and buy a fancy brand, a craftsman(probably even a harbor freight) will do fine.Fuel quick disconnect tool is cheap, $3-10 maybe. You don't even need it necessarily, I disconnected mine with a pair of screwdrivers when I had an o-ring go bad while I was out of town.I don't have a torque wrench or a quick disconnect tool.
