Throttle Position Sensor or Vac Leak????

I tested the voltage at the TPS with throttle full open and got 4.1V whereas I read somewhere it should go up to 4.8V. I also read one guy replaced his TPS 3 times before finding out it was a vacuum leak. How do you determine a vacuum leak and can fix it myself?

i havent taken it for a code check but from all the dsecriptions ive seen this seems quite common behaviour for TPS problems. its a 2002 GT, 3.8L.
How could it be a vac leak? in the air system or fuel system?
