I think hershel was trying to remind rick that he was the one who declared that their group wasnt a democracy anymore, trying to remind him that he's the "dictator"/leader and to get his crap back together.
 
It's funny how much more humbled Herschel became through the series. He went from hardass daddy to humble follower.
 
**** yeah I feel bad for the guy. I honestly thought they'd just kill him off and was gonna be pissed. He's had a few close calls too.

I always question where they got military weapons like that... i never see them pick it up. Obviously they scavanged it but from where?
