I think anything rattlecan related is a cheap visual mod. I painted-sanded-buffed my rear fascia for just under 25 bucks in materials.
 
There's a list of a few in the safely modding, maybe get permission to copy them over.

I'll also say:
A can of VHT is like $8 or something, and you can tint your taillights.
Also like the other guy said almost any painting, could include calipers.

Reflective inlays are pretty cheap too.
Also hid's in the headlights costs about $35-45 these days.

I think you can get clear or black corners for like $30.
 
dog bone rubber mounts flipping is free
removing hood liner, engine cover, trunk mats,
painting break calipers with dupicolor kit is cheap
 
you can probally get a ubend cutout and pipe welded in for 50 bucks or less

also polish exhaust tips basicly free if you have a peice of sand paper a few bucks if you don't

remove the onstar antenna if you have it...free

make a gt or gtp grill badge...free

polish engine braces free and they polish in like 2 hours

paint your dog bones and what not $10 bucks

egr delete... not sure what that runs but not that much

port your stock manifolds... if you have a dremel then all you need is some cash for more wheels and tips..

you could spend a year working on one of these cars and only spend a few 100 just got to know a few things
 


black housed headlights. take em off open them up and paint them. cost ~$5 just the cost of spray paint and masking tape.
 


How about the LED interior upgrade? I did mine off of diode-dynamics for less than 40 bucks. Love the output and look of LED interior lights.
 


Painting your engine side rails/cross bars idobt really know what they're called...
Paint your fuse box cover. Black out your reverse bar I'd there's one over your rear plate holder... Paint your valve covers too

Not really an upgrade unless your tuned...because it'll only run cooler at speeds over 50-60...unless your fan turn on point is powered. On a stock car the only thing a T-Stat will do is give you crappier MPG's.
 
I got an idea. I like where your going with this but how bout linking to how-to's for these mods. Or showing pictures. Some people may not have any idea what some things mean or how to do it.

Just my $0.02 .
