painted rims and calipers

ok so I need some tips on repainting some wheels I bought at a yard sale. I want something permanent and easy to apply. I only paid $80 for them and I am in no rush so I have plenty of time to prep correctly, I just need tips such as which is the best spray paint, which grit sand paper should I use, how many coats of primer/paint/clear coat. These wheels had a bit of curb rash on the red ring so I sanded it down but I want to put the red back on and also keep the black. I also had to sand the black in a few spots.

sand blast them and deliver them to a powder coating shop.

Or just take them to said shop and they can blast them for you.

I called about that and they want way too much money

take them to a place that will let you use their equipment (pay for time) to sand blast them.

then paint them.
