moisture in taillights

I have a 2002 gt. OEM tail lights have some clear film over them, moisture collects between the film and taillight. I have seen this on other GPix's. Is there a cure? Aside from aftermarket?
 


you can drill a few small holes in the bottom of the tail lights, so they drain/vent.

then tint the tails them to hide the de-lamination.
 
I dried all the air out of mine, used silicone sealer all the way around the border of the 2 halves, and still have moisture.
Same story on my parking lamps, until I realized it was the gaskets that go on the bulb holder that was the issue.
