Drive belt assembly or idler pulley?

Got some racket coming from my tensioner, can I replace the pulley and be good or do I need to replace the assembly? Does that idler bolt need an impact to get off?
 


Had it all apart today, when turning it by hand it sounded bad, ordered a new one. Do I gotta tq the bolt down or do I just get it tight?
