Changed Power Steering Pump and Wheel is still hard to turn...Why??? Plz Help!!

I have a 2001 Grand Prix GT, 2DR, 3.8 non-supercharged and my power steering pump was whining. The fluid was full, but it was still whining bad and the wheel was not hard to turn at all, it worked just fine. So i decided to just buy a brand new pump and get it put on. So yesterday i got the new pump put on and it stopped whining. Got in the car after putting the pump on, turn the steering left and right and it turned smoothly. So i ran a couple of errands and on my last stop, i came out of the store, started it up and turn the wheel left & right and it was hard as hell to turn. I put the car in gear and proceeded to drive and the steering wheel turned right to left just fine, but when im in park and do it, its hard as hell to turn. I think the guy who put it on put to much power steering fluid in it after he put the new one on. So i took some out to get it back down to the line specified..but the way the power steering pump is situated in the engine its hard to tell...could the over flow of fluid cause the steering wheel to be tight??
 


Also i read somewhere that u need to bleed it and i dont think he did that either. Could that have caused this? and how do i fix it?
 
Put the front end up on jacks, and slowly turn the wheel from lock to lock at least a dozen times. Btw, do this with the lid off the pump. then check the fluid. That should bleed the air out, if you haven't already damaged the rack with air in the system.
 
I know this might be irrelevant, I know when my ABS light comes on due to a bad wheel bearing my wheel get's harder to turn.
When my ABS light is not on steers like a charm!
 
The magnasteer and abs are tied together so if one doesnt work the other wrong work either. Fix the wheel bearing and the steering will be fixed a well.
