99 with a 04 downpipe

No it won't. The catalytic converter is located just south of the two bolt flange to the rear manifold. Much higher than where it is on the 97-03 downpipes. The cat will not clear the power steering lines or the hump in the middle of the steel cradle. It's been tried here locally.
 
Oh my bad i just figured since the headers are the same for 97+ the other stuff would work. Disregard my comment then.
