Pick up the most expensive 6.5" component speakers you can afford without spending more than $200 for the set. That or you could actually try to do a completely custom design, aka pick your own drivers. Try these sites:

Actively tuning and choosing cross over points involves a lot of reading/education. Hopefully he's willing to work for what could be the best sound he'll ever know(if its done right)![]()

I understand all the science behind it but, in a car, the environment changes (opening/closing windows) to a degree where not even EQ makes much sense.
