Honestly, I'm not sure of all the details on how he did it. In fact, he might have even had the guy that painted the rest of his car do it for him (it's hard to see in those pictures, but he's got ghost flames on the hood). I can't say for sure. You'll want something pretty fine, though. Enough to get all the grime off and give the paint a nice surface to stick to, but not so course that it's too porous for the paint to fill in and make look smooth.

One more option I just thought of I always wanted to do to my turbo STE before I got rid of it.

Cutting off the top piece of that bumper cover (the piece running between the headlights), and fabricating it to the top of the sedan bumper cover. The rest would merely be a matter of changing over to the correct headlight panels, and adding the fog lights next to the headlights. And I just realized that thing is in Europe.

Hmm, I'll have to search and see what color my car is to get the paint to match. Once I sand it down, should I coat it with anything before I paint it? I'm new to this kinda stuff.

Put a good coat of primer on it. Roughing it up with sanding gives the primer something to stick to. The primer filles in thie fine cratches that is made. Then the primer gives the paint something to stick to. If you take your time and not rush it, you can get a nice smooth paint job on it.
