first its a chain not a belt. a timing belt is a 4 cylinder. the only way you would know is by removing the timing cover and checking it


edit: not trying to be a jerk but just trying ot inform you
 
so the engine cranks, but the belt dont spin at all? not even the balancer? the large one at the bottom center.



and no the timing chain being broke wont keep the belts from turning, the starter turns the flywheel/flexplate witch turns the crank, and the balancer on the belt side of the engine. that turns the all the pulleys. all of them.
 
99 grand prix 3.8 liter enginge cranks but the pulleys dont move at all. Do have a broken Serpentine belt?

Well back on topic, lets fix what the OP wrote and get on with his issues. lol


Do you see the belt on the pulleys? It's pretty obvious if there's no belt there, you'll see the ribs on the pulleys. It may have just come off, or maybe the idler pulley melted and fell off.

Agreed.

Also.. when you say cranks. Do you hear the starter motor? Does the engine actually seem to move at all? It may be as simple as a starter soleniod that isn't pushing the starter forward to engage the flex.
