Whip Antenna Question

This question does NOT apply to a Grand Prix (as you'll all be happy to know shortly), but the same situation may have happened to some of you, and I wanted to know if anyone had a solution.

My son ran his girlfriend's car through an automatic car wash, and snapped the antenna base. He was able to order a replacement assembly, and we did figure out how to successfully install it. The problem is, when the original base got yanked off the car, it stripped the holes for the bolts that hold the antenna down. We tried attaching it with the double-sided tape they use for nameplates, but it doesn't hold.

Other than replacing the fender, does anyone have any ideas to make the antenna stay?
 


can you reach the back side to use backing nuts on the bolts that thread into the fender?
Drill oversize and tap? or install a helicoil?
