When I turn the wheel......

I have done some research on my issue and I still didn't find my exact situation. I have a 2002 Grand Prix GT and if I have sitting still with the car running and turn the wheel back and forth really fast I can hear a faint popping noise. When I am turning the wheel while driving at slow speeds if I really pay attention I can feel a slight jerk in the wheel or in other words the steering wheel feels like it wants to slightly turn the opposite direction that I am turning. I don't know if I am explaining the issue so it makes sense to you. Its not extremely noticeable but still would like to know what is wrong. Maybe ball joints?

dont dry steer. jack the car up and see whats going on up there. my guess would be either ball joints or tie rod ends.
