Just as Vinnie said it spoofs the PCM and causes it to add timing. This is also how the Happy Knob works, although it's adjustable and people with tuners will adust the IAT versus Spark table to work with the adjustable selector.
 
if its to go to be true its a joke hahaha and i no what ur talking about on ebay all those stupid chips people sell for like what 10 bucks lol
 
you can just unplug your IAT and get it to do that... correct me if I'm wrong but by unplugging it, it will read at 30 degrees... at least thats what it did on my SHO...
