The big deal is the broadband as a utility part. This allows people AKA Google to use already-in-place (AIP) infrastructures to run their Fiber service around. If you haven't heard of Google Fiber than you need to and then start pushing for it. Google it.
I remember researching when it first came out. The idea of 1000Mbps makes me drool... Plus, the TV aspect looks really cool.
