Water in BM/resistor/floorboard

Ok so I bought a 04 gtp the fan sounded pissed off so I replaced it, the following week it just stopped so yesterday I replaced the resistor and harness. My question is there a DIY to prevent this water from getting back into this area, and why isn't this a recall due to what seems to be #1 or #2 problem with these cars
