Very Low Boost

Ive been searching and trying to figure out what the problem is. I got a real boost gauge to see what it would read. Its reading 16-18 vacuum at idle and 1lb of boost at wot. I held down the lifter on the bbv and had my dad give it some pedal to see if it would read anything but nothing. The vacuum T fittings dont seem to be dry rotted. Should i take of the vacuum line infront of the bbv and see if it reads boost?
 


Computer wont let it get boost in park. Try unplugging the lower vacuum line on the BBV and plugging the vacuum line. Leave the lower BBV nipple open(closest to rod). Engine not running the BBV should be shut, as soon as you start it should open, rev it at the throttle body cable and you should see the valve snap shut. Still should not build boost in park. Take for test ride and see if it makes a difference in boost.

BBV vacuum actuator could have a hole in it. My original BBC actuator had a tare when i looked up where the rod was coming out.
 
Hey guys thanks for the help. The lifter on the bbv was stuck i decided to spray some pb blaster on it and it loosened it up so it fully extends now. Full boost about 7 lbs.
