I dont have to use that vac tree do I i noticed it came on the sc I got from bio but my old one didn't figured it was just deletable

my car is a 97 with a 98-03 SC in it, i have the lines routed for the 98+ so, if you can cap that hole, then im sure you will be fine.

here is the routes for 98+

so the whole that the vac tree sits in that isnt on there needs to be filled or capped?
could I just loop a line from each output on it?

what do you mean loop a line from each output? to answer your other question, yes it needs to be blocked off, or your will have a large vacuum leak.

He is talking about taking a vac line from the top port to the bottom one. Yes you could "loop" it. That would work.
