Vaccuum Squeal after Head gasket replace

1999 GP GT.

Replaced Head gaskets, LIM gaskets, Upper Plenum. I now have a vacuum squeal at around 1000 rpm. Doesn't happen all the time. I tried spraying around engine with intake cleaner and nothing. It also seems to have an excessive amout of vaccuum, I can hear the intake(CAI) sucking. When I open Oil fill cap while running the car dies. If I leave oil dipstick out no squeal.

Any Ideas. I do not have a high end scan tool(I think would help)
