Turning/Steering Noise

What could this be? I have a 1992 GPSE and when turning or steering, left or right, especially when pulling out of a street or trying to park it feels like a lack of power in the steering and there is a very noticeable straining type squell.

Is it a belt?
 


Well, I have cured the Steering Noise issue.

Power steering fluid a bit low, so I topped it off and then with the engine running at around 2000rpm I turned the wheel hard left then right getting the pump to assist.
I then got some brake cleaner and sprayed some on the inside of the belt with the engine running, being careful not to get showered.
Car is quiet as a mouse.
