Likely it's low power steering fluid, a bad power steering pump, or a bad rack and pinion.

Dunno how much it's going to cost. Depends on how much lube the mechanic applies before he bends you over.
 
When my 00GT did this it was the rack. You'll have to check and see if you have a Magnasteer rack or not. If you have a small wire coming up from near where the steering shaft connects to the rack, then you have Magnasteer (variable steering). My pump and lines were fine, although I did replace the pressure line while I had it out seeing as it had almost 200K on it. Cheap insurance against leaks.
 


Mine did that when the rack went. It took me about 2 hours to change the first time about 45 min the second time when the rack i put in was bad and i had to swap it out for a new one instead of a junk one from the junkyard.
