tried to remove drl fuse...

removed it so my lights would only come on at night. put the spare fuse in the fuse box in the engine. started the car then the lights started to flicker and there was a clicking noise that would not stop. flipped the nob to on for the lights and same thing. looks like ill always have drl

It's because you have a 01+ car. Only 97-00 can pull the fuse, and when you pull the fuse you have only manual lights, no DRL or auto on.

Unplug the heatsink and re-install the fuse, I think that will fix your problem.
 
Not sure technically. Just unplug the resistor with an aluminum heatsink for the DRL's. It's inside the small access door on the drivers side in the dash.
