Transmission problems on a 97 chevy lumina

Hey all,

I am having a problem with my parents 97 chevy lumina I have done my research so I know it has a 4L60-E trans. the problem is it wont shift into 1st or reverse most of the time, once it does it drives just fine I am thinking the shift solenoid is bad my questions are that, is the shift solenoid on the inside of the trans or can i access it from the outside? If its on the inside will i have to drop the valve body to get to it? They seem to think all that it needs is a fluid and filter change and to get a flush done but I don't think that's the problem. What do all of you think?

I already tried dropping the pan and replacing the fluid and filter and saw no difference
