Top Swap Re Flash problem

Ok, we did a top swap on my car yesterday and while reflashing my pcm, all of a sudden some relays started freaking out and my mph went up to 20. were reading 12.5 volts from the battery while on accessory, but my volts gauge inside my car (which is spliced into pink wire under dash) is reading about 9-10 volts. we reflashed a new pcm and it didnt seem to freak out during flash, but same problem with relays and mph. it also will not start.

PLEASE HELP ASAP
 


HPT or DHP?


If the voltage system was too low I know with HPT it will not do the write.



Still using the same PCM or?.....
