Tension pulley

I'm installing my new alternator and just need to get the belt on, but the tension pulley looks to be in a bad spot. I rented the tension loosening kit from the local parts store and figured it'd be easy, but I can't seem to get the 18mm socket on it. Anyone else have any trouble with it or have any tips? Should I try from the bottom of the car? Any help is appreciated.
 


Is there a certain trick to it? I bought and tightened a 4" clamp around that spring like in the picture and the belt isn't any looser....I went and bought a 18mm wrench head for the tension tool and I can't get anything to get over the bolt either...
 
Yup.keep tighting the clamp..I used this method works great.it takes alot of tightening but it will compress.
