Steering shaft green plastic

While replacing the steering shaft I cracked and broke the green part above it. Any one know what it is or if it will affect anything?
 


no idea wtf it does, but i cut my finger pretty good on it lol it maybe a centering bearing or its dust cover, not really sure.
