Steering issues

Okay guys, I have a steering problem that have been dealing with for a while but now I'm ready to take care of it but I'm sure of the exact culprit and don't want to just throw Parts at it without having a pretty good idea. The car is a 99 GTP and here is the problem. When I first start the car in the morning I have power steering. I can turn the wheel left and right while stopped with ease and can back out of my parking spot and straighten up with no problem turning the wheel at all. However, as the car runs and starts warming up the power steering fades away until after a little driving I have no power steering at all at idle or low load driving. If I rev the engine I have power steering but at low rpms nothing. This causes problems sometimes as I am going into a curve with very little throttle and no power steering and then I hit the gas to accelerate and my steering wheel wants to come loose all of a sudden. Also makes parking kind of difficult especially in tight areas. Anyway, has anyone had experiebce with this issue or have any good ideas? By the way, no power steering whine whatsoever. Im thinking maybe a bad valve in the pump or a bad seal or something?
 


Does it leak any power steering fluid? How old is the powersteering miles? Ever change the fluid?

I have thought about changing the pump but I would just really hate to do that blindly then the issue turn out to be the rack or something else. No noises, no leaks. I have never had to put any fluid in it at all. Original pump as far as I know and I have not flushed the fluid, as at whatever point I mess with it I would really like to just fix it rather than start guessing. Hoping maybe someone has delt with similar issues before or knows these systems well enough to have a good idea on what the problem may be
 
when you raise the rpm's and the steering comes back, thats classic pump failing.

make sure you have a GM power steering pulley puller, or its not coming off.
 
Ok, I guess I will change the pump and hope thats the only problem. Yes, I have a puller. But if I remember correctly, the pulley on that one doesnt come off until after the pump is removed. I may be thinking of a different one but I feel like at least some of the gm fwd power steering pumps have holes in the pulley for the bolts and you remove the pump then replace the pulley off the car due to fender wall clearance with the power steering pump in place. Thanks for the input by the way. I have honestly just never had one fail this way and was unsure if the pump was a likely culprit
 


theres no room to take it off on the car still.

jack car up, take the wheel off, then have a pan ready, un do the two lines and let the pump drain to the pan.

theres a hole int he pulley to get to the two bolts that hold the pump on, 12 and 6 o clock.

i pulled mine out the wheel well.

the gm puller you need clamps on the nipple of the middle of the pulley.
