383 miles rebuilt engine, pulled over because my car seemed to be shaking a little more than ussual and i popped the hood lifted the dipstick and it was kind of smokey steamy is this bad?

I know I usually have some vapor coming out if I open up the oil cap after running the car, is your oil level increasing/coolant level decreasing? Any milkshake looking substance?

Might be just blowby from the cylinders

Also, check out all of your vacuum lines and electrical connections and stuff, if there's only 400 miles on it stuff could've popped loose

Nope, just spray some carb cleaner around all the vac. fittings while it's running. If you find a spot that makes the RPM's increase/decrease then that's a vacuum leak.

If you have the car running and pull the valve cover cap..is there a vacuum or pressure that you notice? That's the quick easy test for a pcv issue.

Could be breaking in and might be normal. Check all your fluids though and note if the coolant is low.
