Speedometer is off by 15mph!

I wasn't sure where to place this and I figured it's part of visual electronics. But recently my speedometer reads 15mph while stopped. I asked a guy and he said vehicle speed sensor. Also, my tcc is no longer engaging at the right time. Was curious if that sensor could cause this problem as well and also where is the location of this sensor? Please help. I don't want another speeding ticket. Thanks in advance!

Speeding tickets are the least of your problems if this is happening.
 
Maybe you should just figure in the extra 15 MPH whenever you're driving then?

This isn't all that uncommon actually it's not the vss or anything like that, I've seen this on about half a dozen hud equiped cars where the hud reads correctly and the speedo is off. The way we fixed this was to take the cover off of the cluster, turn the car on and let the speedo sit at 15 mph, then with a set of skinny pliers hold the shaft going into the needle and push the needle back until it rests at 0.
 


Ok. Aside from adjusting speed, if the vss were to be the issue, would it also cause my tcc to not engage properly? Both happened about the same time. I recently replaced all solenoids in the trans so I don't see the tcc going bad so soon. I also took it to autozone to have the codes checked and the guy told me a dealer code came up. Any ideas?
 
Good code reader can display speed. Need to look through the computer to see if it's mechanical problem with speedometer or electronic problem.
