Speed limiter?

Were all GT's limited to 108 or whatever it is or was there a tire package that got a higher limiter?

The limiting is done in the PCM, but I believe you are correct that it was based on tire rating and yes I believe all are like that from the factory.

Even GTPs were limited to 108 I believe.

But very easy to change with a tuner or new PCM.

Yea, I'm familiar with pcm tuning, I have a '67 Impala SS with a '96 Vette LT1 drivetrain. My wife's Z28 convertible had the 108 limit as well until I got a Fuel Injection Specialties tune for it. I was just wondering if any came with higher rated tires.

Yeah, probably. I never cared what it was limited to since the first thing I did was changed it to 255.
