Sim o2 sensor 04 gtp

I was talking to my friend about my bad mpg, he said I need to sim my rear o2 with resistors,

What resistance would i need to put in to send a good signal to the computer?

So could I just buy a bung and weld it in, throw An o2 in it even without the cat and fix the problem?

With no catalytic converter might have a problem with P0420.
I don't know what mods you have but I doubt there is any advantage to not running a catalytic converter.
You would be better off running a high flow catalytic converter with properly working O2 sensors.
 
Pacesetter headers, zzp short stack intercooler, 1.9 rockers, 3.3 pully, flowmasters.

And yes my headers are sealed up good, but I'm sick of 14mpg-17mpg

Any high flow cat will be good? :-)

I saw some magnaflow ones and pacesetter ones for $100, and would that change the sound of my exhaust?

I have a 04 with no cat. I put the 2nd O2 way downstream and I haven't set any Cat codes...

Search for reviews on it. See what people are saying.

Edited: With a correct tune, the rear O2 sensor shouldn't have any affect on gas mileage. If I'm wrong please correct.
