Shifting problem 99 GT

So my tranny is shifting weird and has been doing so for about a month or two. It'll go into first gear around 20mph and then won't go into another gear until 45mph which is overdrive. So my question is, is this a transmission issue or something else? After it hits 45mph, if I accelerate to higher speeds I can see/feel it downshift at times. Was wondering if maybe my TPS is bad or needs adjusted? I'm selling my GP tomorrow and wanted to figure out what the issue is so I could tell the person who buys it. My MAF sensor has a low voltage going to it. Threw a p0102 code last time a code reader was plugged in. Never had any transmission codes thrown. I was wondering if maybe changing the transmission fluid and filter would make a difference? I've also read that sometimes a clogged fuel filter can cause shifting issues as well. The car drives fine otherwise and has not given me any other issues as far as drivability goes. Any info would be greatly appreciated!

Okay that's kinda what I wondered. It shifted perfect before then. I just don't have a torx security bit to take off the MAF sensor and clean or replace it.

Got a dremel tool or hacksaw? If so, cut a slot in the screw head and use a regular flathead screwdriver to remove it.

Well I cleaned the MAF sensor. That's not the issue. Still has problems. I just wanna get rid of the damn car. Having a ***** of a time doing so.
