Scratch and paint chipping under rear plate

I have a scratch under my rear license plate, Not sure when it happened sometime in the last week, the paint is also chipping around it. I took it to a local body shop and they said it would be $1400, I dont really care what they charge because im going to claim it through my insurance and will only have to pay $100. They said they would have to take the trunk off, Sand it, Prime it, Paint it, Than clearcoat it. They said when they do this they will have to remove the "Grand Prix" and "Gtp-Comp g badges" from the trunk and they are not re-attachable, Is this true? Do you think the price is high? Im going to post some pics when im home from work but its about 4 inches long and the paint chipping is about the size of a penny.
 


The badges can be re attached with some adhesive and that price is extremely high, I just got my trunk repainted not to long ago and I paid $300 for it to be done. The highest I was quoted for when looking to get it done was $400
 
Need pictures to say if its high or not. But it costs you $100. As for them saying the badges were not re-attachable, makes me want to tell you that I would go somewhere else. If they have the knowledge to prep a bumper, paint it and clearcoat it and do not have the knowledge to reattach badges...well, I'd hit the road.

Price seems high for that price I would get a new bumper and have it primed and painted and yes badges are re-attachable

New bumper? this scratch is on the trunk. Any ideas on how it happened? looks to me like someone tapped me with their car and their plate made the fine scratch. Is this something i could just prime and use touch-up paint on? And like i said earlier, i only have to pay $100, if they want to charge 5000 and paint the whole car go for it lol. Im going to look for a better shop tho, now that i know that the badges can be reattached
 
get a lic plate frame for the plate to cover up the damage, screw 1400.00 to a shop. they are cheap for under 10 bucks.

Ya i have thought about just covering it up or just leaving it as it is but i live in a heavily salted winter city and am worried about rust forming. If i used a primer and touch up paint would it still rust?
 
if you check out duplicolor site, they have a kit for that, you need to prep the area, sand it up, prim, some body filler, sanding, prime paint, clear it sand it buff it, stuff looks good on the videos they have.

kits cost under 50.
