I'm from the Sacramento area as well, can't really mod any further until I find someone with a tuner so I can adjust my WOT shift point back to stock.
 


I am in school aswell, however my car came with a canned tune and everyone I have spoken to locally wants $250 dollars or more to adjust the shift point. I paid less then that for the pulley,puller and used rocker arms that I am going to need to complete the drop safely. Modding isn't that expensive if you watch the forums and buy used, I have only owned the thing since aug. The exhaust made the biggest difference although I never drove it with the stock pcm, so I can't tell how it ran before.
 
Im just getting into newer cars with computers so im quite new. but I do want to save up for some new headers but idk how well that will go with all the smog B.S.
 
I think they're legal on your year although they're not cheap, when I looked into it I was told because my cars a 2001 the TOG headers weren't legal... I went the plog/DP route because I got them for $160 and its not that difficult to swap them every two years.
