rumbling car and parking brake light

so it seems on certain days when i go to start my car, it will rumble for the first like 30 seconds its started but then goes away. idk what it could be. anyone have/had a similar prob?

and second my parking brake light is stuck on. how to i adjust the brake or something to get it to go off? the brake is fully released.
