Rocker Panel Question

Hi all,

Looking to get some input on my rocker panel... It is just the drivers side rocker that has rusted, passenger side just has some very minor surface rust. A body shop to fix this in Canada would cost way to much, so hopefully I can get some input on how to at least stop the rust from going any further. I am pretty inexperienced with body work, so any help is appreciated.

That lip piece will always rust away first, you need to take the side skirt off to really see how bad the rockers are.

Either there will be no holes/no rust or there will be lots of rust and big holes.

I can't see the bottom of the car from these pictures, but if there are holes to the left of the pinch weld then stopping the rust is going to be very hard without cutting all the metal out.
 
I had a good look underneath, and found no holes or rot anywhere. Would it still be recommended to take off side skirt? With regards to the lip... Is it too late to save it, or in order to fix/stop spread would I have to cut that portion out?
