Raising Low-End Torque

Just starting to consider mods. I've searched around a bit and I know a couple of suggestions from friends, but I want to solidify my choices. What are some good ways of increasing torque in the lower RPM's? I don't really travel into the higher regions of the power-band, so I'm basically looking for some more low end grunt. I can only put about $200 into this, so that leaves a lot of things out of the question. Also, something that will improve throttle response at a standstill or low RPM's? There seems to be a bit of delay (not really significant at all, but I like the more direct response of some of my buddies' cars). Thanks in advance for any help. With that budget I wouldn't bother doing anything except regular maintenance. New plugs, wires, air filter, fuel filter and maybe dump half a bottle of seafoam in your gas tank
 
Clean the throttle body for a possible delay issue.

Otherwise you aren't going to get anything done for $200 to help with anything.

If the car is NA, you can't really change anything to help. A supercharged car already has 40-50 more hp and 40+ ft lbs of torque over a NA 3800 and that's why they move out better.

Upgrading to a different cam would change the power band some aswell but mainly up top where the supercharged cars shine. (4000-6000rpm)
 
Okay so recently my budget changed from $200 to $400. I also now have a short ram intake. If I get colder plugs and a colder t-stat, would I be able to run a smaller pulley? If so, what size? Would that leave enough money for headers or is there anything else necessary beforehand? Sorry for all the questions, I'm kind of in a mental noob mod-frenzy at the moment.
 
headers are your first mod, (theres goes 200) then the pulley is another 100, pulley puller rental or buy one, up to another hundo, then you need a tune to get the most out of it. canned tunes start at a 100 and up, or buy a tuner, dhp start at 240 new. so up your budget or dont touch it.

that intake means jack. aka does nothing but let the sc whine be heard.
