Quick noob question for my eternal gratification

Hey guys, quick question. I was replacing my thermostat the other day and noticed a broken part. This part sounds like it's blowing or sucking air. It's the small black tube in the middle of the picture. It's attached to the intake and goes to a bell shaped part.

Looks like ur engine could use a trip to the car wash with some degreaser
