i was just wondering what kind of cheap parts that i could put on my '99 that would be easy to install and turn some heads.

the biggest thing you can do to your car to change the look is wheels. the next thing would either be a wing or a hood. this is going with you already being tinted as well because clear windows are ugly.
 
Cheapest and most simple?

A nice clean washed and waxed car with cleaned up wheels and tires w/ shine on them. Any real car guy will notice this, I know I do.

Overlays are another option, reflective concepts for details.

Otherwise, just like was mentioned... wheels, tint, hood, spoiler, etc....
 
I agree with Nancy up here^^ :p

Clean cars FTW. I notice a polished turd before I notice a dirty ass car like the guy with a Z06 that lives in Liberty and never cleans it...surprisingly...it is white...but looks tan or gold from all the crap on it.

I would say pontiac decals like over the winshield or the pontiac reflectors u put on the rear bumper or if u want paint the grill.Those are the only thing i can think of that are really cheap to do anything else u gonna spend at least 100bucks or more to do
