Power steering pump mystery

I got a 1998 Grand Prix, and my power steering pump seems shot. When I turn, its really hard to turn. I replace the pump, same thing. But when I purge it to put clean fluid in, when its turning with the engine on( jacked up wheels off the ground) its HARD to turn, and it does bubble like its being bled.
Odd thing is.. when I turn it off, it bubbles even more and the fluid gets HOT!.
Im out of ideas, so any help would be great.
