Power steering noise

Hi Folks, I'm hearing noise that sounds like it's coming from the power steering rack. I checked the fluid a while back..it was low. It's at the proper level now but when it's wet/cold outside I hear a dull clunk/binding sound when turning.

Any idea what this may be? I'm guessing it has to do with why the fluid was low to start with...

could possibly be the steering intermediate shaft... is can you feel the clucking in the steering wheel at all?
 
could be inner/outer tierods or internal to the rack.

if you were low on fluid it is probably leaking somewhere. i know my rack is leaking, most do after a while
 
I think you're right. Does that involve replacing the inner tie rods? Are they part of the steering rack? I can hear some play/minor clunk when I pull into a drive way with steep incline....the ball joints/outer tie rod ends/hubs are new.
