Glossy black Krylon, no clear. That stuff dries sort of black but it needs to be scuffed cleaned and painted when dry. If the weather can get to it. Get 3 or 4 coats over some new clean converter and it's good for awhile, should slow down the rust anyway.

Honestly think a straw on the end of the can would work wonders for coating it up the crack because it doesn't matter if it drips.

Well you can always spray some black into the rattle can lid then dip it out with a little brush too
