POOR BLOWER MOTOR AIR FLOW (resistor and blower motor already replaced)

Good evening all!

I am back still in need of help with my heating issues. I have recently replaced my blower motor which was bad and my heating resistor which was also bad. I did an A-B-A comparison on both to verify that they had reached their life expectancy. However, after replacing the two I am still having problems getting the proper air supply when I turn the blower motor on high. It still blows as if I have the dial on low. When I pre-heat my car for 20-30 minutes on high the car is still somewhat chilly. However, during highway speeds I am able to get decent (like on medium and dial is on high) push from the vents. Unfortunately, I am not always on the highway. The new resistor does work. I can hear and feel different air flow when I adjust the dial. Any ideas out there as to what my issue(s) are for poor air push while blower is on high or any speed?
