the top one, the hard line is loosely fitting inside the rubber one.

the one to the tranny looks kind weak too, but hard to tell from this angle.

mines not really the same as yours. my evap is on the back. fat hose to tb, smaller hose pushed inside it, then smaller hose to hard line. its the one bending backwards in the sun glare.

The one on the tranny doesn't fit into the hole

you need to fix them, those are vac leaks and will cause all your issues. and that throttle cable fix that too. take the zip ties off, put the one back in the hole in the bracket.

zip tie it to the bracket if need be, not together.

the zip ties are keeping his cable in line with the channel in the bracket.if he cuts them the cables will separate, rub on the bracket and break. i dont think there is a way to put a new plastic retainer on the cable. i believe the only fix is a entire jy cable.

What size vacuum hose should I replace the hard line with and what size to get for the top and bottom holes under the iac

pinch the square block on the fire wall woth pliers and pull it out. you need to unhook the cable from the gas pedal, look up its rather easy to get the cable off the arm.

most of the time its a slot you need to line up and remove it from, ive done many but never a w body. all are so simple to figure out.

take the vac lines too if you can get them off with cracking them. the one to the tranny maybe hard to come by, its a 97 only thing.
