02 Grand prix 3.1. After extensive diagnosis, I need a new pcm, so my cooling fans will work correctly, will it need to be flashed to my vin?

No.
You can just snag another 3.1 PCM from the junkyard. I'd try and find another 2001-2002 computer though. 2003 likely will not work.

it would to to be set to pass inspection.
i have a pcm for that year. just need to see if i can find a bin for your cars engine.
