Paint Chipping

The paint on my Front Bumper is chipping/flaking off. There is 2 coats of paint on it because the first layer is chipping but there is still red underneath it. How would i go about fixing this problem? Would a 2000-3000 grit paper make it even without taking too much off then just Clear coat it again?
