Hey all how's it goin?

First of all:
1997 Pontiac Grand Prix GTP
135,000 miles

Problem:
I am throwin a P1652 code and wondering if anyone has experience fixing this problem?

My Diagnosis:
I have come to the conclusion that it is a problem with the high speed radiator fan. That would be fan 2

Tried:
1) I disconnected the PCM, and checked voltage between engine ground and PCM harness connector fan 2 relay driver circuit......what?? lol, and I got voltage between 9-16V
2) Checked current through engine ground and fan 2 relay driver circuit and got nothing.
3) Disconnected high speed fan relay and checked voltage between engine ground and fan 2 relay driver circuit....apprx. 12V

Suggested Solution:
Locate and repair short to voltage in fan 2 relay driver circuit.....Ok now i'm lost (NOTE: there is many different possible solutions depending on what readings you get, this is just my specific diagnosis PLUS: idk if I did it right)

So................any help would be great, thanks in advance!
 


so unplug the sensor, which I assume is a temp sensor? And the fans should start up when the car goes on? If i do that they should automatically run on high?
